1. Polos y Servicios-sapilitang pagtatrabaho ng mga lalaking Pilipino mula 16 hanggang 60 taong gulang sa loob ng isang linggo ng bawat taon.Ang taong nagtatrabaho sa polo ay tinatawag na polista. Sila ang gumagawa ng tulay, lansangan , mga barko at iba pa .
2. Tributo- tumutukoy sa pagbubuwis ng bawat pamilyang pilipino.
3. Bandala- ito ay ang sistema na kung saan na ang mga Espanyol ay nangunguha ng ani ng mga magsasaka. Ang mga kawawa at nagpakahirap na mga magsasaka ay parang wala nangyari lang sa kanilang ani . Bibilhin nila ang kanilang ani ng kalahati ng normal na presyo nito at sila ay may kaunting sweldo. Humihirap ang mga Pilipino habang ang mga saim na Espanyol ay yumayaman.
4. Encomienda-isang sistema ng pamamahala ng mga lupain at ng mga naninirahan dito.may dalawa itong uri:
-Royal-mga pag-aari ng hari.
-Pribado- mga lupain na opisyal na itinatalaga ng Hari ng Espanya sa mga tapat niyang alagad na naglilingkod sa Filipinas.
5. Batas Maura-tumutukoy sa pagtatag ng isang tribunal na mula sa bawat bayan na binubuo ng limang pinunong ihahalal sa apat na taong panunungkulan.Ito ay ipinangalan kay Antonio Maura.

Payne-Aldrich Act
The Payne–Aldrich Tariff Act of 1909 (ch. 6, 36 Stat. 11), named for Representative Sereno E. Payne (R–NY) and Senator Nelson W. Aldrich (R–RI), began in the United States House of Representatives as a bill lowering certain tariffs on goods entering the States. It was the first change in tariff laws since the Dingley Act of 1897. President William Howard Taft called Congress into a special session in 1909 shortly after his inauguration to discuss the issue. Thus, the House of Representatives immediately passed a tariff bill sponsored by Payne, calling for reduced tariffs. However, the United States Senate speedily substituted a bill written by Aldrich, calling for fewer reductions and more increases in tariffs.
An additional provision of the bill provided for the creation of a tariff board to study the problem of tariff modification in full and to collect information on the subject for the use of Congress and the President in future tariff considerations. Another provision allowed for free trade with the Philippines, then under American control. Congress passed the bill officially on April 9, 1909.
Taft promptly appointed members to serve on the tariff board.
Homestead Act
The Homestead Acts were several United States federal laws that gave an applicant ownership of land, typically called a "homestead", at little or no cost. In the United States, this originally consisted of grants totaling 160 acres (65 hectares, or one-quarter section) of unappropriated federal land within the boundaries of the public land states. An extension of the Homestead Principle in law, the United States Homestead Acts were initially proposed as an expression of the "Free Soil" policy ofNortherners who wanted individual farmers to own and operate their own farms, as opposed to Southern slave-owners who could use groups of slaves to economic advantage.
The first of the acts, the 'Homestead Act of 1862, was signed into law by President Abraham Lincoln on May 20, 1862. Anyone who had never taken up arms against the U.S. government (including freed slaves and women), was 21 years or older, or the head of a family, could file an application to claim a federal land grant. There was also a residency requirement.
Several additional laws were enacted in the latter half of the 19th and early 20th centuries. The Southern Homestead Act of 1866 sought to address land ownership inequalities in the south during Reconstruction. The Timber Culture Act of 1873 granted land to a claimant who was required to plant trees. The tract could be added to an existing homestead claim and had no residency requirement. The Kincaid Amendment of 1904 granted a full section (640 acres) to new homesteaders settling in western Nebraska. An amendment to the Homestead Act of 1862, the Enlarged Homestead Act, was passed in 1909 and doubled the allotted acreage to 320. Ang Brigandage Act ng 1902 ay isang batas na nagbabawal sa mga Filipino na magtayo o bumuo ng mga samahan at kilusang makabayan. Ang anumang uri ng pag-aaklas laban sa mga Amerikano ay itinuturing na gawaing kawatan. Ito ay ipinatupad sa tulong ng Komisyon ng Filipinas noong panahon ng pananakop ng Amerika.
Sa kabila ng pagsisikap ng mga Pilipino sa Mababang Kapulungan na patunayang may kakayahan sila sa pamamahala ay may pagsalungat din ang mga Amerikano na nasa Komisyon ng Pilipinas bilang Mataas na Kapulungan.
